Underage smokers in Kirkwood will soon be ticketed for lighting up. State Representative Michael Gibbons and Kirkwood Mayor Marge Schramm say the strict penalty is designed to keep kids away from tobacco, and help them kick the habit if they already smoke
Those teens who do get tickets will be required to go to court with their parents, OR watch a two-hour anti-smoking program put out by the American Cancer Society.
